Position Summary 

The Learning Officer will play a key role in strengthening EMpower’s approach to learning and impact in Peru and across the Latin America region. The Learning Officer will contribute to improved programmatic insights on adolescent mental health, partner support, and fostering a strong learning culture by systematising knowledge generated through grantmaking, youth engagement, and partner collaboration. All of this knowledge will be consolidated into a shared, easily accessible platform—developed by the Learning Officer—that will be available to all key stakeholders in the youth mental health ecosystem. 

The Learning Officer will report to the Regional Programme Director, Latin America and work closely with programme officers, consultants, and grantee partners. 

 Primary Responsibilities 

The duties that follow represent the primary responsibilities for this role. All consultants are responsible for performing other duties as assigned. Primary responsibilities for this role include the following: 

Programmatic Learning and Knowledge Management

  • Lead the collection, analysis, and synthesis of learning from EMpower’s Peru portfolio, including grant reports, conversations, and site visits.
  • Translate emerging insights into practical summaries, briefs, or internal knowledge products that inform strategy and support internal alignment.
  • Strengthen and maintain systems for tracking learnings and outcomes across the regional portfolio, ensuring accessibility and usability for team members.

Tool and Resource Development

  • Design, implement, and maintain user-friendly platforms and tools to facilitate the sharing and application of learnings—both from EMpower’s Peru portfolio and from other experts in the adolescent mental health field—ensuring they are accessible, engaging, and actionable for all key stakeholders.
  • Design and adapt learning tools that support grantee partners in capturing, evaluating, and communicating their impact.
  • Develop user-friendly templates and guides, such as outcome tracking sheets, reflection prompts, and evaluation frameworks, based on partner needs and regional context.
  • Ensure that tools are created with an equity lens and support inclusive, participatory learning practices.

Youth Engagement in Learning

  • Integrate youth voices and lived experiences into EMpower’s learning tools, reporting, and reflection practices.
  • Collaborate with programme officers, grantee partners, and internal teams to co-create learning opportunities (e.g., participatory reflection sessions, storytelling projects).

Capacity Strengthening and Collaboration

  • Support grantee partners in strengthening their own learning practices through one-on-one support, training sessions, or co-developed resources.
  • Serve as a collaborative thought partner to Programme Officers and the Regional Director in refining learning approaches that elevate partner insights.
  • Contribute to regional learning meetings and cross-team knowledge exchanges, including documentation and facilitation support.

KNOWLEDGE, SKILLS, VALUES, AND EDUCATION

  • At least 5 years of professional experience in the nonprofit, philanthropic, or youth development sectors, preferably in learning, evaluation, capacity strengthening, or grantmaking roles.
  • Strong understanding of the social and cultural context in Peru and across Latin America.
  • Demonstrated ability to analyse and synthesise qualitative and quantitative program data to generate actionable insights.
  • Experience developing learning tools or guides that are accessible, culturally relevant, and designed for use by community-based or youth-led organizations.
  • Commitment to equity-centered and participatory approaches to learning and evaluation, including integrating youth voice.
  • Excellent written and verbal communication skills in Spanish; professional proficiency in English required.
  • Highly organized and detail-oriented, with ability to manage multiple projects independently.
  • Strong interpersonal skills and ability to collaborate across diverse teams and time zones.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with digital knowledge-sharing or data platforms is an asset.
  • Alignment with EMpower’s mission and values, including inclusion, accountability, and trust-based partnerships.

Compensation 

The compensation range for this one-year consultancy is $21,000-$26,000. 

Fixed-Term Contract 

This consultancy is a one-year, fixed term contract at 80% time (4 days/week). Contract renewal will be dependent on available funding.
